Locust Street Lofts LP, owner of an apartment building at 416 23rd St. in downtown St. Louis, has filed for Chapter 11 bankruptcy.Locust Street listed between one and 49 creditors in the bankruptcy filing Friday and noted estimated assets and liabilities each between $1 million and $10 million.Bill Bruce, founder of Bruce Development Co., is listed as the manager of Locust Street Lofts LP, according to court filings.
