The number of homes for sale across the Baltimore area during February dropped by 21 percent, resulting in home sales and prices staying flat.The number of units sold in the region declined by just 0.2 percent to 1,451, down from 1,454 in the same month a year before, according to data released Monday by Rockville market research firm Metropolitan Regional Information Systems.
